Fire Starter (uncertain)

Small flat rectangular container. Leather body that forms a pouch. Metal plate with Chinese characters on front: 状元及第 zhuang yuan ji di ((May you be) The first rank at the examination for the Hanlin Academy). Sides and bottom are metal and resemble bamboo. Bottom also has sligthly surved piece of steel. Top has metal loop to attach to something.
